It's an FZR400 with an XR650 motor.

I'm in Washington State. I race (rarely) with
WMRRA, and organize two track days each summer
at Seattle Int'l Raceway.

It's an FZR400 chassis with a Honda XR650 motor.
The motor has been beefed up a bit, not enough
to make it competitive in open singles, but a hell
of a lot of fun.
